  1. Project objective :
    1. • Make slum environment more pleasant and Green. Work towards establishing sustainable carbon foot print
      • Address the widening gaps between the rich and poor and maintain safe environment for all.

Location: Slum neighbourhood adjoin garbage dump area and marsh in Madiwela, Kotte.

Activities, output and outcome proposed -
      • Start project with building interest with – community and authorities - for construction of vegetable truffs outside the community homes/ temporary or permanent shelters.
      • Gradually identify other initiatives in consultation with the community – e.g. construction of mesh screens - (20 x 5 feet with 3 feet passage gaps to enable passing thru to marsh side- to cut out the garbage dump area; which can serve to grow numerous creepers like Wing bean (Dambala), Watakolu, Pathola, Karawila, Passion fruit etc, where both leaf and veg/fruit can be consumed. In front of these screens can be park benches – facing the housing area/ as the marsh area is a g-dump. But later when the garbage area is filled it can be transformed into a park.

      • Encourage pathway beautification and link to all boundaries of low income/ slum neighbourhood – up to point linking with tarred/major roads in area.
      • Work towards identifying land area with help of authorities for construction of small park, green cover and club house. This can consist of open building for carom, cards or table tennis, and outside space for Wolly-ball.

      Threats/Issues /Background
      • Attempts have been taken by few members of this community to grow vegetables on marsh filled land in the past. However their neighbours petition and UC & UDA are forced to evict them.
      • Also Authorities fear if these persons are given rights to cultivate even on temporary basis they will attempt to claim the land for future generations.
      • If land given for park/ club area – again usually on temporary permit – all momentum built up can suddenly be killed – with political + big biz tie up take over for larger ventures.

      Opportunity
      • Lay the foundation with legal process to enable a small SSC/Otter’s Club model.
      • An environment committee and initial vegetable cultivation pilot group (20 members) can be begun with mediation of this project in that neighbourhood.
      • Presently the higher income and middle income homes have successfully formed into such a group in the area that has sustained for 4-5 years, with clear impact seen in the neighbourhood.
      • Some members in that group are willing to help the Rotary Club Bataramulla intervene in the slum community.

Initial Action – Meet with an initial environment committee that the mediator can facilitate. Establish contacts at UC and UDA as matters develop and obtain their approval / or nod - before construction of vegetable truffs.
